
Two regional cap-n-trade programs in the U.S., RGGI and AB 32, had setbacks recently. The governor of NJ branded the RGGI program a failure and had NJ quit the program, and program participation in NH has been questioned by state lawmakers.
On the other side of the country, a judge orders a stop for now on the CA cap-n-trade that was scheduled to start in early in 2012.
These are the two most active cap-n-trade programs in the states and, like the federal proposals, they simply no longer have the support of the voters or politicians.
